Your tip sheet: House to consider tax breaks for yacht owners, while the Senate looks at medical marijuana

Days remaining in the 2017 Legislative session: 22

Both chambers start today at 10 a.m. In the House, seven bills are up for a vote, including House Bill 125, which  provides tax credits for repairs of more than $500,000 done to mega yachts.

The Senate, meanwhile, will consider two bills, including Senate Bill 16, that chamber’s proposal for a limited expansion of Georgia’s medical marijuana law. It would add autism to the state’s list of conditions eligible for possession of cannabis oil here, but would also lower the maximum allowable THC percentage in the oil from 5 to 3 percent. Advocates say the proposal alienates dozens of families and children who use the oil to help treat debilitating conditions.

 

 

On the meetings board: the full House Appropriations Committee meets at 7:30 a.m. to consider the Fiscal 2018 state budget bill.

HB 338, this year’s attempt at major changes in how low-performing public schools are improved, will be before the full Education Committee at 2 p.m. in 606 of the CLOB.

The House Transportation Committee meets at 1 p.m. in 506 of the CLOB and, among other bills, will consider HB 317, which lowers from $200 to $100 the annual feel on electric vehicles, and HB 364, which would repeal the $5 a night hotel/motel tax passed in 2015. That tax was part of the massive $1 billion a year transportation funding plan.

The full Ways and Means Committee meets at 3 p.m. in 406 of the CLOB. While the agenda was not yet available, a number of key tax bills are ready for review, including HB 145, which recreates the tax credit for Delta Airlines, and HB 118, which regulates online fantasy sports outfits.

The Senate Higher Education Committee at 1 p.m. in Room 450 of the Capitol will consider SB 5, which would force the Georgia Lottery to increase how much money it returns to the popular HOPE Scholarship program.
